[ttml2] TTML2 Wide Review: Change Summary not up to date

tairt has just created a new issue for https://github.com/w3c/ttml2:

== TTML2 Wide Review: Change Summary not up to date ==
The added vocabulary between TTML1 and TTML2 is well documented. Other changes are documented in a [detailed changelog](https://w3c.github.io/ttml2/spec/ttml2-changes.html). This changelog has no date when it was last updated. It should either:
* have a date when it was last updated,
* link to the draft it refers to,

or 

* be completely integrated in the TTML 2 draft as appendix.

The last option may not be practical because it requires updating the changelog after every substantial edit (even if the document is just published as editors draft).
