publication of imsc1.1 as FPWD

Pierre,

the following shortname for FPWD was approved.

https://www.w3.org/TR/ ttml-imsc1.1

As this içs a FPWD, we can't use the automatic publication tool and will 
rely on Webmaster to publish (tuesday and thursday).

let me know when you are done we the draft and I will move it to the 
dated URL in TR space.
