Adding TTML1 auto-build functionality

Good morning/evening,

[1] adds auto-build functionality to the TTML1 repo.

The objective is to:

- validate PRs as a condition of merge
- automatically generate the HTML specification and other artifacts
from the source
- remove the need to commit drafts of the HTML specification and other
artifacts to the repo
- fix keyword expansion

There are a number of PRs currently opened against TTML1, and having
this functionality will greatly facilitate their processing.

I therefore plan to merge [1] on Monday unless significant objections
are raised. I am sure we will find bugs and areas of improvements are
we go along, and will fix them as they come up.
