lineHeight inheritance clarifications in TTML1 + agenda

Hi all,

I have revised PR #260 [1] in light of the feedback received. As
discussed at [2], my objective was to:

- minimize changes in general, and avoid introducing extensive
additional semantics [ed.: a more elegant but invasive solution is
probably possible in TTML2.]

- match the approach taken with tts:textDecoration for specifying
special inheritance semantics

- match the XSL approach, which notes in the definition of
line-height: "the computed value of the property is this number
multiplied by the element's font size. [...] However, the number, not
the computed value, is inherited."

I suggest adding this topic to the agenda for tomorrow's call.
