[ttml2] Ambiguous definition of "empty" in Synchronic Document Construction

In "11.3.1.3 Intermediate Synchronic Document Construction", the 
algorithm states "prune elements [...] if they are empty".

What does "empty" mean? For instance, is a `p` without text content, 
e.g. `<p></p>`, empty? Similarly, is a `div` without `p` elements 
empty?

The term "empty" is not defined.
