Nigel, to answer the issue, should we use a normative reference to IANA registration document or to our WG NOTE "TTML Media Type Definition and Profile Registry" ? Here are some details: There is nothing about normative reference in the W3C process. But the "Organize a Technical Report Transition" [1] says: [... "Does this specification have any normative references to W3C specifications that are not yet Candidate Recommendations? Note: In general, documents do not advance to Recommendation with normative references to W3C specifications that are not yet Recommendations. See Normative References Guidelines" [2]. ... "This document explains considerations the Director takes into account when evaluating normative references from W3C documents at transitions on the W3C Recommendation track. These considerations may be used by the Working Group while evaluating the risk associated with specific design choices during the group’s deliberations. The Director may refer to this document when a transition request is being decided. At a high level, when a W3C specification has normative references to other documents the Director considers 3 factors: stability, schedule and licensing. Any of the factors described in this document are fodder for Director consideration. No single factor is decisive" ...] The IANA registration document points to our WG NOTE "TTML Media Type Definition and Profile Registry". Therefore it seems odd not to be able to directly reference our WG NOTE Therefore, after discussing this issue with PlH, we should be able to use the normative reference to our WG NOTE and make our case to the director during transition.
