[ttml-webvtt-mapping] vertical alignment using cue settings

In chapter 2.3.2 under "block positioning" it is suggested to set the 
"line" attribute according to the corresponding TVTT origin value. 

Should a note be added in order to clarify if the "line" attribute can
 be used in WebVTT to compensate for the missing vertical alignment 
setting?
