[ttml1] Clarify intended rendering of background color when applied to a span

tairt has just created a new issue for https://github.com/w3c/ttml1:

span ==
An thread discussion on an issue opened for TTML 2 
(https://github.com/w3c/ttml2/issues/150) points to the need for 
clarification in TTML 1 how background color should be rendereded when
 applied to a span element.

While a new mechanism to achieve a desired behaviour has to be defined
 for TTML 2 the starting point should be how the interpretation has to
 be for TTML 1. 

This issue is opened to separate the discussion on TTML 1 
clarification and a new TTML 2 solution.
