I set about today to implement, and shortly discovered that it is going to
take significantly more work than just making these minor edits. In
particular, it will be necessary to rework the XSLT logic used to translate
from ttml2.xml to ttml2.html in its generation of table of content markup
and section heading markup.

It is possible to just implement the changes you suggest, but the TOC
navigation section looks quite unacceptable, from a format and readability
perspective.

I won't be able to make the more extensive changes needed before the
upcoming publishing blackout, but will push forward with the necessary
changes with a goal of completing them by the time the blackout terminates.
