I don't know if there's a way to get a persistent link for a SMPTE document of this sort? @skynavga @mikedo ? Otherwise just point to a SMPTE search page perhaps. Alternatively you could point to http://www.etsi.org/deliver/etsi_en/300700_300799/300743/01.04.01_60/en_300743v010401p.pdf which describes in ยง7.2.7 the same concepts albeit in less of an explanatory style.
