Time in TTML2

Following the discussion in yesterday's meeting I've collated the issues
relating to time and added some rough headings and other points that don't
have issues in the github wiki for TTML2, at
https://github.com/w3c/ttml2/wiki/Time


Please feel free to have a look and edit or make proposals for any
spec-wide fixes that would help address the issues - yesterday we
mentioned getting definitions of terms right for example, so any proposals
for that would be useful. Similarly any notes about the correct
interpretation of SMIL where questions have been asked previously would be
helpful.
