Withdrawing FO to CR3

Now that we are making good progress [1] towards a technical resolution of
Issue #111 [2], and all parties are operating in good faith to obtain an
acceptable resolution, I will now withdraw our FO to proceeding with CR3
publishing. We expect that final language to resolve #111 and perhaps other
recent profile related issues [3-7] will be adopted in a TR publication
subsequent to CR3 but prior to PR.
