[imsc] Bad advice in note regarding forced display on region.

skynavga has just created a new issue for https://github.com/w3c/imsc:

In section 6.7.3, the first note says:

"Authors can avoid this situation, for instance, by ensuring that 
content elements and the regions that they are flowed into always have
 the same value of itts:forcedDisplay."

It would be much better to recommend the author set tts:showBackground
 to 'whenActive'.
