Glenn, This is my follow up to your issue about the Comm Team sending CfE for each version of CR. ************************* 1 - Per the W3C Patent Policy, http://www.w3.org/Consortium/Patent-Policy-20040205/#sec-exclusion-with The Comm Team sends a Call for Exclusion to Advisory Committee Representatives of participating Members and cc'ing both the Working Group mailing list and member-cfe@w3.org, Furthermore, in this document, Section "4.1. Exclusion With Continued Participation" says [.. the participant may exclude these new Essential Claims, and only these claims, by using this exclusion procedure within 60 days after the publication of the Last Call Working Draft [PROCESS, section 7.4.2]. After that point, no claims may be excluded. (Note that if material new subject matter is added after Last Call, then a new Last Call draft will have to be produced, thereby allowing another exclusion period for 60 days after that most recent Last Call draft..] --> That does not seems accurate regardarding the 2014/2015 process which does have Last Call anymore .... ************************* 2 - The W3C Patent Policy and patent claim exclusions FAQ http://www.w3.org/2003/12/22-pp-faq says: [.. During the life of a Working Group (until it closes) under the W3C Patent Policy, certain events on the Recommendation Track create exclusion opportunities for Working Group participants; those events are publication of First Public Working Drafts and Last Call Working Drafts..] --> That does not seems accurate regardarding the 2014/2015 process which does have Last Call anymore .... furthermore it also says: [.. The Working Group changes the document substantially after Candidate Recommendation and returns to a second Last Call. The third exclusion opportunity begins with the Last Call announcement; it lasts 60 days. Exclusions are with respect to new features in the specification since the previous exclusion opportunity, i.e., the previous Last Call...] --> It says that a second Last call triggers another CfE. Therefore we could interpret that this applies to CR mulktiple publications. ************************* 3 - Looking at the 2015 process document for CR https://www.w3.org/2015/Process-20150901/#candidate-rec [.. A Candidate Recommendation corresponds to a "Last Call Working Draft" as used in the W3C Patent Policy. Publishing a Candidate Recommendation triggers a Call for Exclusions, per section 4 of the W3C Patent Policy ..] furthermore, in the section "6.4.1 Revising a Candidate Recommendation" https://www.w3.org/2015/Process-20150901/#revised-cr it says: [... the Working Group must obtain the Director's approval to publish a revision of a Candidate Recommendation.
