profile registry ready for publication?

Per my AI to address all open issues and merge all open pull requests, it is
now done, but not published. See:

There was only one open issue that was not already addressed in pull
requests - the non-re-use of profile short code.

 

I believe Nigel has this on the agenda for the January F2F.
