Issue-285 multiple row alignment with flex

On reviewing the proposed LCWD for CSS Flexible Box Layout Module Level 1 [1] I noticed that the justify-content property would help with the proposal for CSS mapping listed in CP15 for Issue-285. I've updated the change proposal to use this, and put a mapping table in showing all possible values.

This has the pleasing effect of making the example simpler too.
