I look forward to your thoughts when you’ve read the proposal. It doesn’t suggest using xml:id for the group identifier, nor does it in any way dilute the existing semantics for xml:id – it extends the scope of uniqueness from a single document to a group of documents and provides a mechanism for combining the documents in the group together such that the resulting document is conformant while preserving ids; if this is not possible because those extended xml:id uniqueness rules have not been followed within the group then the combination process exits with an error.
