Good morning/evening,

Per the plan at [1], I have refactored IMSC [2] to remove dependence
on TTML 2, and renamed it IMSC 1.0 in the process.

I believe the document is substantially ready for community review,
and for consideration as First Public Working Draft (FPWD).
