Request to close Action-99 based on Editor Updates

Glenn has implemented the SDP-US changes for Action-85 to support the TTWG email threads and WG meeting discussions. He also completed Action-99. [1]

Suggest we close Action-99 Soften Abstract Text in SDP-US in TTWG Oct 4.
