All time expressions are interpreted as labeled synchronization events (markers) I think this should only be time expressions that are in the SMPTE form, offset and millisecond expressions cant really be markers. Neither can dur expressions. e.g. <p begin="00:00:01:00" end="00:00:30.100">text</p> The begin is a marker, the end is not.
