lists the Core Attributes as id, xml:lang, xml:space

Given the difficulty of determining that an id is of type ID in the
absence of a DTD or Schema, and given that external DTD subsets are
optional in XML 1.0 and 1.1, and given that xml:id is intended precisely
to provide an unambiguous ID attribute, could you please explain why the
Core Attributes are not

xml:id, xml:lang, xml:space ?
