Hi Ken, I am certain I pointed this out in previous governance discussion, W3C has a process document and we want to be clear this governance document embraces that and provides further structure on contributing to the collaboratory. https://www.w3.org/2020/Process-20200915/ This group is a joint task force under Spatial Data on the Web Interest Group (IG) and Automotive and Transportation Business Group (BG). The Business Group can produce a Report (typically a non-official spec but other types of documents as well) and the IG can produce Notes but not specs. What would make sense is we publish this either as markdown, pdf or html in our github repository. We then link to it from the repository default README.md and collaboratory itself.
