As discussed at our last TOCC meeting, I've put together an initial draft of requirements for a standards collaboration/convergence tool. I wasn't sure of the best location, so for now the document is available in the main directory of our GitHub repository here<https://github.com/w3c/tocc/blob/master/requirements_spec.md>. Please have a look and feel free to add or revise to the draft. I believe Ted can grant authorization to the repository if anyone needs it.
