With Shane, Roy, Mike, Rob, and Mathias all in accord, I am happy to +1: ship 1.0 ASAP, and follow up with 1.1 shortly after. 

As a process note for W3C, I think it’s reasonable to make it *either* difficult to publish *or* difficult to get charter extensions, but both together is too many hurdles. It feels unnecessarily so, IMHO.
