BACKGROUND
----------

The TPWG was chartered to produce two specifications that entered CR in 2015: Tracking Preference Expression (TPE, the protocol) and Tracking Compliance and Scope (TCS, one possible compliance regime). There are multiple implementations of TPE, while the adoption of TCS is more limited.

Tracking of online browsing activities is a major privacy concern for end users. It has also triggered new regulations in Europe that will require opt-in to track users.

The goal of the Tracking Protection Working Group (TPWG) is to enable web users to opt in and opt out of web-tracking in a way that allows users to enhance their privacy and simplifies compliance with the emerging privacy regulations. The "Do Not Track Signal" that we defined can now be transmitted by most browsers today.

WHY RECHARTER?

We think that we already have sufficient implementations to move the TPE to REC. We were also approached by EU regulators considering TPE as an opt-in mechanism to help complying with EU privacy regulations.

In 2017, we plan to finalize our recommendation "Tracking Preference Expression (TPE)” and will work with regulators to demonstrate how this helps enterprises to comply with EU privacy regulations.  The charter extension is primarily to move TPE to Recommendation status; we expect TCS to remain in CR unless there is an uptick in interest.

We think it important that W3C finish this work; we do not wish to give even the impression that we are walking away from privacy, or leaving a job half-done. Your support in the charter extension would be appreciated.
