Re: tracking-ISSUE-277: default to DNT:1? [TCS Last Call]

The setting of the DNT preference is a topic for the Tracking Preference Expression document rather than the Tracking Compliance and Scope document. This was discussed at great length by the Working Group and decided multiple years ago.

However, the comment seems to be concerned with what the default privacy protections for Web users should be, rather than a change on how users should be able to express privacy-related preferences. Law-making bodies, such as the Senate and the House of Representatives, are in a uniquely good position to set basic public policy.

Proposal: no change.
