Summary of Compliance edits

Since we last talked, I implemented a series of edits to implement our discussions and clean up the Compliance document. Below are links to the diffs for those changes, along with a brief summary of each. I believe these complete our discussions of ISSUE-203 (the last remaining issue we had, and the only issue box remaining in the document), finish the list of editorial suggestions I had open, and update status of the document to note that we're preparing for Last Call.
