[TPE] marking DNS-extension at-risk

I mentioned a few times on the calls that we should mark the DNS-extension
syntax as "at-risk" for CR.  I have now done that by placing it within a
subsection and listing it as at-risk within the SOTD.

p.s. The reason for doing this is to encourage folks who do plan to use
     this feature to make comments to that effect during the CR period.
