Remove profiling prohibition for frequency capping (ISSUE-236)


The text of the issue raised by Jack Hobaugh is self-contradicting: if
the purpose is to limit the number of times a specific ad is shown to
a specific user, that purpose is impossible to attain without
profiling at the individual level.

This suggestion would not be beneficial to the compliance
specification and therefore I am opposed to it.
