Link shorteners (ISSUE-97)

We currently have two proposals from Walter and Mike (along with explanatory text from Nick) that effectively try to do the same thing — state that link shortener companies likely aren’t first parties when a user clicks a shortened link to access other content.  Would the authors be willing to work together to merge these proposals into one concrete options to present to the group?
