ISSUE-223 please add to the agenda

Hello Chairs,

In early October I introduced ISSUE-223 
(http://www.w3.org/2011/tracking-protection/track/issues/223) suggesting 
that we sooner, rather than later, develop criteria for the testing and 
implementation phase. There seemed to be broad agreement that we should 
do so, and agreement that we should have this discussion in the near 
future. (http://www.w3.org/2013/10/02-dnt-minutes.) I am requesting that 
we make time for this discussion on the next call.
