	B) Deeper discussion of issue-22. We have talked through frequency capping. If we were to all agree to the six other possible uses right now, what would that even mean? Let's start to nail that down. REMINDER: this discussion pertains to *third parties* only. Once a user clicks on an ad to interact with it, we're dealing with a first party.
