I don't want to miss those things for DNT:0 because otherwise, you don't get permission as part of the DNT system and you will need additional things. I want to avoid that. Again, I want to cover 99,9% of current good practice in ad/analytics and commercial data collection. If you think that "user based analytics" is not a useful term, we can throw it out.
