Hello Everyone,

the W3C baggage specification (https://w3c.github.io/baggage/) reached a
state where it is safe to move it to First Public Working Draft status.

As this requires a Call for Concensus, we are asking you to either approve
or object on this issue: https://github.com/w3c/baggage/issues/36
within the next few days.
