W3C Trace Context - Binary Format Meeting Summary (2020/07/22)

Meeting summary:

   - We reviewed the aggregated research
   <https://docs.google.com/spreadsheets/d/1E7wDJtEWaR-nGSRHokaNcrPC__PQzYsM6GcB9nR0yOY/edit#gid=0>
   that various folks created for each protocol and identified more research
   to round out this first group of protocols we're investigating.
   - We then discussed what we believe is necessary to progress out of the
   research phase and into our next phase. The goal is to increase our
   understanding so we can define a timeline that takes us through to the W3C
   recommendation process.
   - We identified that the most valuable thing we can do now is to build a
   test suite/example application the exercises the specification against each
   protocol.
   - The group will define requirements for the test/sample application
