#portals breakout summary

(Regrettably we did not have time to collectively agree a summary, so what
follows is my summary.)

We went through a quick overview of the Portals proposal, API shape, and
use cases. Attendees raised questions about a variety of topics, including
security (X-Frame-Options, Content Security Policy, etc), resource
consumption/incentives, accessibility, author wishes to maintain control
after activation, and implementation details (such as use of OS processes).
