Some maintenance/tidy-up work

Hi all,

I know this list / the CG have been fairly inactive (barring the 
occasional merging of a pull request here and there). As it seems that 
it's been mostly me doing the very rare bits of maintenance/tidy-up, 
I've asked for the keys to be able to merge PRs directly without needing 
to bother anybody else with at least one review.

To make this more official, I've been moved to co-chair of the CG (I 
admittedly wasn't even aware we nominally had a chair, thought we were 
some sort of anarchic collective *grin*). If anybody's unhappy with 
this, please let me know ... I'm not precious about this, but it seemed 
the right thing to do to make the handover of "merge-power" (and ability 
to tweak some of the settings on the repo) legitimate.

I've recently taken in a few pull requests originating from WHAT-WG - 
respec changes to make sure references/exports/etc are correct for when 
other specs point to the Touch Events spec. Also went in and fixed a few 
minor respec errors.

Also, while it's super-low priority, I'm planning to have a go at 
redrafting/streamlining the summary description on 
https://www.w3.org/groups/cg/touchevents (and actually formatting it 
correctly) - mainly, my idea is to emphasise that browser and web 
content developers have since moved on to Pointer Events, and that the 
Touch Events CG is mainly now in caretaker mode to make sure the spec is 
kept tidy and working for legacy purposes. Once I have a draft, I'll run 
it past the list here for approval.
