I've definitely referenced to that spec when discussing how to implement 608 and 708 captions on web players like Video.js and Shaka Player. Also, I just found it referenced in the WebKit source: https://github.com/WebKit/WebKit/blob/91d4b5d737cc40b8e253d6e7b95cca5c6d6c6a7f/Source/WebCore/html/track/VTTRegion.cpp#L51-L52 It's been brought up at the TTWG as something the TTWG could take and make into an official specification, but no one has had the time or energy to pick it up.
