Hi all,

JB from VideoLan just emailed to say that the latest build of VLC
includes a VTT decoder with extensive VTT support.
I just tested it superficially and it's looking good, so please use
your own files and provide some feedback.

Get it from here for your platform:
https://get.videolan.org/testing/vlc-3.0.0-rc8/


Also, note that VLC 4.0 has already a VTT encoder and is able to do
608 -> VTT conversion, if anyone needs it.
