When we push out WDs, any unresolved issues/bugs should be reflected by insert
'issue' boxes in the spec. acknowledging that a reported issue/bug has not yet
been addressed (to clarify for readers that edits are pending, and for the
reporter that we know their report has nto yet been addressed).
