"WebVTT cue settings list" is defined in terms of "WebVTT cue settings" but
that term is only references from "WebVTT vertical text cue setting". It needs
to be well defined which cue settings are valid.
This was most recently touched in "Create an abstract definition of WebVTT cue
settings.":

Silvia, do you remember what this refactoring was about?
Other than leaving "WebVTT cue settings" in a curious state, it looks like
there are now two conflicting definitions of "WebVTT cue settings list", the
first one allowing almost anything on the form *:* and the second being pretty
much the original.
