It needs to be well defined which cue settings are valid. This was most recently touched in "Create an abstract definition of WebVTT cue settings.": https://github.com/w3c/webvtt/commit/b82c0c5cce22d3bc7ae80087e2add3d6165b3564 Silvia, do you remember what this refactoring was about?
