Can anyone who has ordered these items say if the spec is high quality
(a searchable document at the very least) and if those bitstream tests
exhaustively tests all features?

Alternatively, does there exist a high-quality software implementation
of the spec that could be used for some basic testing? I found a test
clip at http://www.pixeltools.com/tech_tip_closed_captioning_line21.html
but can't get QuickTime or VLC to actually show any captions.
