608 and 708 styling

The spec 'Conversion of 608/708 captions to WebVTT' makes reference to
cea608.css and cea708.css, and gives the implementation of both css
files.  Are these style sheets part of a WebVTT client implementation?
 That is, can a given WebVTT assets reference the styles defined in
these css files without providing them (the css files) to the
implementation.
