Spec formatting

At some point, the styling of the spec took a big turn for the worse.
Before:

Now:

http://dev.w3.org/html5/webvtt/#the-webvtt-file-format

The links are no longer colored, and lists are now single-spaced instead of
double-spaced.  There may be other details causing readability problems,
but overall the spec is now a headache to read.  Please restore the
formatting used by the HTML spec.
