A new draft document is now at https://dvcs.w3.org/hg/text-tracks/raw-file/default/webvtt/webvtt.html . This document is following the Community Group specification style of ReSpec 3.1.49, which includes a different and more appropriate boilerplate. I appreciate further feedback on differences to the spec at http://dev.w3.org/html5/webvtt/ that I may have missed. Some of the page markup didn't parse for ReSpec. My text editor doesn't like attributes without quotes (so I don't get nice syntax highlighting unless I add them). And all sorts of other little things I had to fix.
