I'm pleased to announce that Internet Explorer 10 Platform Preview 4 (released today) supports the HTML5 <track> element and parsing and rendering of WebVTT and TTML caption files.

You can download the preview at http://ie.microsoft.com/testdrive/Info/Downloads/Default.html (Keep in mind that IE10PP4 currently requires Windows 8 Developer Preview; available at the same link)
