web-platform-tests review tip

Hi all,

Since we've heard a lot of feedback about the difficulty of getting and
managing reviews on GitHub, here's one small tip that might be useful:
https://web-platform-tests.org/reviewing-tests/email.html

To inline it here: try to create filters based on
review_requested@noreply.github.com, to promote those emails to be more
prominent than the firehose of GitHub notifications you probably get.
