I've commented that it's probably the same issue that I saw in
https://github.com/web-platform-tests/wpt/pull/12750#issuecomment-417678899.

Why there was an authentication problem I don't know, AFAIK the permissions
of the repo haven't changed.

The PR is merged now, but please comment on this thread if it happens
again, if so we should contact Travis support.
