I have filed https://github.com/w3c/web-platform-tests/issues/7503 which is
very brief, but is the outcome that matters most to me.

Geoffrey, can you document somewhere what the plan is, and seek feedback
from the CSSWG? The expected time to get this done I've put in our OKRs is
October 15, so we can't wait very long.
