[PSA] OWNERS file in web-platform-test

Hi,

Quick PSA to let you know the web-platform-tests GitHub repo now
supports setting per directory code owners.

This is done directly in the repo by adding GitHub handles to the OWNERS
file of the relevant directory. Here's an example file[1].

Owners are notified when there are pull requests against code in the
directories and subdirectories they own through a comment in the PR[2].
